position fixed header and footer CSS comes out jumbled #326

Which steps will reproduce the problem?
Use the attached HeaderFooterHTMLBad.html file

What is the expected output? 
See HTMLGood.png attachment
The Bottom Div should be locked to the bottom of the window and the Top Div 
should be locked at the top no mater what size the other content is (Use in any 
browser to see expected behavior)

What do you see instead?
See HTMLBad.png attachment
Its over writing the text, padding the top and the footer is no where to be seen

Which version of the product are you using? 
HTMLVIEW.pas says 11.4 august 2013 is the date of the file

Which compiler version are you using? 
Delph XE2

On which operating system?
Windows 7/Server 2008

Please attach test html files and screenshots, if appropriate.

I love this component.  it works great mostly.
