'overflow' property is not interpreted completely #327

Which steps will reproduce the problem?
Open the test case.

What is the expected output? What do you see instead?
The first <div> should have a vertical scrollbar and the second one a disabled 
horizontal and vertical scrollbar. See the attached screenshot of the output of 
Firefox 26.0.

Which version of the product are you using? Which compiler version are you
using? On which operating system?
r448, Delphi XE, Windows 7

Currently HtmlViewer recognizes 'hidden' and any other value is processed as 
'visible'.

As it is listed in FrameDem.exe's Stylesheet support, I set accept this issue 
as an enhancement.
