Filter Birthday Messages #4

Many a times, birthday messages get reposted solve they have the maximum number of emojis.

We can correct this by not allowing birthday emoji to increase the count of emoji.

@thealphadollar The birthday posts are also reacted with other emojis of party or cake and considering that people can have multiple reacts in the same post on slack, it will be better to ignore the entire message when reacted by birthday emoji rather than ignoring the birthday emoji.
