Implement moving wall functionality that would allow automatic setting of moving wall. Setting moving wall should be possible manually aswell

looks like spring in dspace has some issues with task namespace in xml configuration

using quartz does not work either. Beans are loaded earlier than dspace service which results in dspace.cfg not found, which is error similar to Context bean.
