chocolatey fails to install jdk8

Per https://chocolatey.org/packages/jdk8, Oracle's jdk8 download endpoints up to v8.0.172 are all failing.

Would you be up for including the executable installer for jdk v8.0.181 as a fix?

To be clear, the error message from Oracle is

@luenix, sounds reasonable. Feel free to submit a PR. In the meantime, I'll spin this up and will take a look as time allows.
