CRD for nfd-worker config

What would you like to be added:

Add a new CRD for managing the nfd-worker configuration. We could/would support the fs based configuration file as a fallback option.

Why is this needed:

Some benefits:

Input validation, able to use e.g. openapi-spec-validation to verify configuration before accepting it
Much faster response to config changes (no time to wait for kubelet to update the on-disk file)
Easier to split cluster into node-groups with different configuration (just label-selector on the nfd-worker side or smth)
Might make sense to simplify the "legacy" config file handling, dropping the dynamic update handling (fsnotify) there
