Update the openstackmagnum/cluster-autoscale image version #6878

Which component are you using?: Cluster Autoscaler/Openstack magnum

Problem: The Cluster Autoscaler(openstackmagnum/cluster-autoscale) image used examples directory of magnum cloud provider is not updated. Currently, the image version used for openstackmagnum/cluster-autoscaler is v1.23.0 but the latest available version of the image is v1.28.0. For image reference: https://hub.docker.com/r/openstackmagnum/cluster-autoscaler/tags

Proposed Solution: Update openstackmagnum/cluster-autoscale image version to v1.28.0.
