Remove deprecated admin client certs #4004

Description

We now have user token as a default mechanism for authentication.

Note: I remember a user that suggested that it's easier for them to use this auth method because it's easier to bootstrap control plane with certs. We may need to hold up with this one until we have an equivalent for user token.

Triage: we will first need to be able to move the token generation management outside of Kuma CP so we can more easily bootstrap Kuma with tokens.

We can remove it now. Offline signing of tokens was a blocker
