new test email address needs to be set up #93

We need to create test email addresses for approvers and SWs. Consider setting 
up gmail accounts for this purpose. The ability to send to the gmail address 
through a PHP script must be tested. If that works, add the test email 
addresses to the SQL script that inserts test data. David, you should test the 
email and figure out the accounts. Then, work with Chris Giglio to get the 
addresses into the SQL script.
