Pull Request: Welsh language profile #76

Please find a clone of language-detection here:

This contains one commit/change which includes a Welsh Language profile. This 
has already been used to collect over 3 million Welsh tweets.
We also have an API which uses it (see https://api.techiaith.org ) and it 
appears to be working well

It would be great to include it in the official language-detection project
