Add link to Release Notes in Busola #1813

Description It'd be useful to have a link to the OS Release Notes in OS Dashboard and the SKR Release Notes in the managed Dashboard. The link can be added somewhere in the Cluster Details view.

Reasons Users can have an access to the RNs straight from Busola.

Suggestions from Mariya: The What’s New interaction should be consistent with the BTP Cockpit interaction: image As soon as an update occurs, a dialog containing short description/list of the updates should be automatically displayed to a user’s attention. Within Busola that could look like below: image If a user checks the option “do not show this again” – the dialog shall not be displayed automatically anymore, until the user checks this option again. Instead, all the updates shall be accessible via notification icon (sap-icon://message-information), the amount of the updates should be visible via a badge counter attached to the notification icon: image Once a user clicks the notification icon, the overlay containing all the updates, which were not previewed by a user should be displayed: image Once a user clicks the overlay away, the badge-counter shall be reset and cleared from the notification icon: image The What’s New Content Updates within Busola UI should refer to the Busola specific updates. General Kyma updates could be referred to via a link.
