configured klog library with zap logger context to have leraderelector logs aligned with the rest

The fix turned out to not be trivial as it requires to set global state. Closing the issue for now and hoping for a fix from upstream instead: https://github.com/open-telemetry/opentelemetry-collector/issues/8765
