I don't want to do this myself any more. I want a GH release to automatically get published on NPM. Requirements:

[x] package is built before publishing
[x] clean-publish is used
[x] should be built and signed with provenance (https://docs.npmjs.com/generating-provenance-statements)
[x] pre-releases get published to a different tag (usually next)
