fixes for PWM, PDM and serial

Enables most of CP-Blue in Maker.

• move codal target hal to codal-nrf52 - only really target specific stuff should go in target repo (there is several of them)
• copy VTOR to RAM (for NVIC_SetVector)
• add simple double-buffer in PWM (MakeCode synthesizer needs it)
• fix buffer overrun in PWM
• remove PRS (which is some Nordic peripheral allocation thingy - conflicts with I2C/SPI)

ok awesome - tried it out!

here's things that worked out so far:

• Neopixels & animations 🎆
• button a and b click detection
• slide switch motion
• on-shake (accelerometer)
• speaker and audio fx 🎵

things that did not seem to work yet (but maybe needs more testing or im not testing right)

• light sensor
• console or serial output (couldn't figure out how to enable?)
• pins (tried 'on button a1 down' and shorting A1 to gnd)
• servo (tried setting A7 to a servo output)

really incredible work so far! would it be ok if pt and i shot a <1 minute "ultra preview" video showing that "this is coming but no ETA" :)

analog in and PWM out (other than sound) are not implemented, not sure about serial and button on pin

as for the video - maker is not supported by the product team, which essentially means not supported, but it's up to you
