v.surf.idw improvement with Gaussian Radial Basis Functions

Reported by ejtizado on 29 May 2009 14:55 UTC Added a -g flag to make Gaussian Radial Basis Functions, the band width distance is taked by power parameter. Power parameters is now required, whithout default value
