Error propagation #7

Find and repair bugs in error propagation. 100% error on response function curves currently yields unrealistically small error bars on spectra and radiation temperature unfolds.

Print % variance for each channel at each propagation step to help in tracking down the issue with propagation. I would expect that the % variance relative to the signal level should not get smaller over propagation steps, even though it seems to do just that!
