[Suggestion] Add a GetComment method to the MctalTally Class. #6

The Meshtal class has a "GetComment" method that "returns a string of the problem comment" The mctal files contain the tally comments (FC cards) but there appears to be no way to get them via the mcnptools. This would be a nice quality of life improvement to have.
