New discriminators #82

Discriminators are needed for the tag sets used by the Lingpipe and GATE NER tools.

Done on the develop branch, added three NER tagsets: muc6, gate and custom. See https://github.com/lapps/vocabulary-pages/commit/2aa8f85372c0708d934f236212a1053c72151202, https://github.com/lapps/vocabulary-pages/commit/7f7004487dad308eea11e6b79a7ec6f47b3726be and https://github.com/lapps/vocabulary-pages/commit/08625e9aeb675dc17fc6da26ca8ba413387afd3b. Will keep this issue open until those commits are merged into the master branch.
