This package uses auto-discovery to load the provider. What's the output when you do a composer require laravel/slack-notification-channel

Your App\Providers\BroadcastServiceProvider::class
is commented out. This needs to be enabled.
Ok, I uncommented that class, still the same error.
BroadcastServiceProvider
is the same as on https://github.com/laravel/laravel/blob/master/app/Providers/BroadcastServiceProvider.php
There's a similar issue for the slack driver here: https://github.com/laravel/slack-notification-channel/issues/14
I tested that one out and it works for me so I believe there's something specific to your app why it's not working. If you can create a test app which recreates this problem I'll look into it. Feel free to reply once you did.
