Create test-coverage.yaml #146

@lauken13 I think this update to the test coverage workflow is ready to merge (the failure on ubuntu-latest (release) is unrelated), but it won't let me merge it (says "Merging can be performed automatically with 1 approving review."). Can you approve and/or just merge it? Thanks!

Approved! I think this is Github prompted me to put some protections on the main branch, but very happy to modify!

Thanks. Those protections are probably good, although maybe a bit overly protective at the moment since we don't have a release yet. But I think it's fine to leave them.
