Chrome extension appears signed out after restarting/waking up the computer #5031

First reported with 6.28.0

Users say when using Chrome and after locking the wallet and restarting the computer their wallet looks signed out and requires setting it up with the Secret Key rather than allowing it to be unlocked with the password (which is expected).

No I have not, I think this should go to a P2 and perhaps be moved back to triage until I find a way to reliably reproduce this.

My assumption is that it is caused by a system or browser setting. Which clears cache or the folder that holds the sign in info for the extension.
