Determine how to specify services offered per genome: README file attributes? Standalone SERVICES file? Other?

@ctcncgr I'm assigning this to myself since I'm up to the point of needing to do it for loading the Jekyll site from the DS info. Basing on what's here (for example):

http://dev.lis.ncgr.org:50030/taxa/arachis/
