The blog, news, and events pages all have their own layouts that sites can use to easily add a landing page for each of these content types. Conversely, tools does not have its own layout, meaning a landing page must be hand-crafted by sites that want to include a tools page. This is an issue because tools is much more likely to be added to a site than any of the aforementioned pages. For this reason, add a tools layout and document it in the readme!
