Time zone bux fix #21

Fixed for date comparison issues with time zones other than GMT+0.

I've applied commit 0b19ad6 which matches a defect, but I'm afraid I don't know what the problem is that caused you to do commit 8a10f39. If you could raise a defect for that I'll happily apply.
