Update accepted roots from CCADB #50

Update the CSV file automatically pulled from CCADB. Regenerate the 2025 and 2026 Oak lists from this update. Add files representing the 2025 Sapling and Twig shards.

Remove some of the additional roots which have now been incorporated into the CCADB list.
