ci: Add workflow job to auto generation of release

Description

Automatic release creation will greatly simplify the release process. Сreating provenance files will ensure compliance with OSSF Scorecard requirements

To correctly create release notes when creating commit messages, it is necessary to add a prefix

Result example:
