Use rerun #41

It's very frustrating when it seems changes I've made aren't working but it's actually because I've forgotten to restart the application.

Let's do this

Unless I'm being stupid I feel like this won't actually help anything? Instead of doing a rake restart you'll have to do a rerun - but either way it won't be automated. That's my understanding anyway

Rerun monitors the file system and automatically restarts it when you change the code

Rerun is already one of the gems flippd has - added in https://github.com/Lixquid/flippd/commit/da216ce55ab336fcd2c53f9f28a446fcfbe912c9 although its use was removed in https://github.com/Lixquid/flippd/commit/98813c9e3bf6fae9d13324d11b85e07016cb6767#diff-52c976fc38ed2b4e3b1192f8a8e24cff
