chore: add deprecation notice #92

In the context of https://github.com/libp2p/js-libp2p/issues/453 and https://github.com/libp2p/js-libp2p/issues/589, a deprecation notice is added.

Needs:

After merged, the repo must be archived

We should mention the js-libp2p version in the notice in case people are on older versions when viewing this repo.
