SAML Support for docker #455

I've added a new variable that allows the docker to install plugins that are needed for SAML.

My access to s SAML auht service is very limited so someone need to test this further before this is fully committed.

if next update id upgrading php to 8.3 then the "php82-xmlwriter" line need to be updated as well
