Migrate CI from TravisCI to Github actions #256

Due to change of political on TravisCI, build on OpenSource project is limited on Free Plan for a limited period, (10000 credits) after it has to be change to a paid plan. Cannot do that here.... We have to ensure that CI could be protect the quality of the version, Migration to GitHub Actions is required as a first step.

Done on Develop branch, will be reported on master when release will be done.
