I seem to have encountered a major problem concerning PSO1&2+.
As soon as I get past the logo screens, Retroarch freezes completely, requiring a restart.
After some troubleshooting, I discovered this only happens when the Network Information file is present in the memory card (after you enter the network setup menu).
To rule out config errors, I also tried this on a clean install of Retroarch and its dolphin core, and the problem still occurs.
I have also attempted multiple video backends, and even enabled/disabled the 'allow core to change backend' option to no avail.
