Replace cropping and centering with video callback offset Closes #640
Improve game specific centering and resolution switch (Super Skidmarks) hacks for less false positives
Allow using NTSC pixel aspect while in full height PAL without cutting the image

Also:

Fix audio filter type not updating properly after restart
Mute empty floppy drive by default

The old 2021 core will get these too once the dust settles and no major issues are discovered.
