[BUG] DM can be created via any matrix ID #2047

Env:

Version: 2.6.5
Server: stg.lin-saas.com
Platform: Chrome, Edge(Macbook)

Steps to reproduce

Click on the Pen icon at the bottom of the left sidebar
Click New direct message
Enter any Matrix ID to the search bar
I click on the user that appears in search results
A DM with that contact opens. Send a first message to invite a user to chat

Expectation

Cannot create a DM with a non-existent Matrix ID
