feat: make `RECOVERY_MODE_THRESHOLD_MULTIPLIER` configurable #528

While discussing with in Slack DMs, @0xBRM proposed that RECOVERY_MODE_THRESHOLD_MULTIPLIER be configurable by dao, until we make it dynamic and ossify.

I think we can add bound the possible values to something sensible e.g. between 50% and 100%.

Update: RECOVERY_MODE_THRESHOLD_MULTIPLIER is now superceded by RECOVERY_MODE_TARGET_LTV_FACTOR as of #527
