Adding User Group in algorithm #23

1.Create new table and class that contains information of User Group. ---User group should take potential accounting and statistic related user requirement into account. This is for both business use and our own analysis purpose. 2.In algorithm, supports inner user group matching for now and cross user group matching. The structure and content of usergroup should also servers to help to detemine some "user type matching parameter" in future. (Will open seperate issue/enhancement which depend on this)

Now use database search for inner group case. Limited to real time and our first type of user.
