Allow download of MBTiles or ZIP of vector PBF tiles #3376

User Story

In order to allow full offline vector tiles in a mobile application it would be ideal to have access to either an MBTiles file or a ZIP file containing the various zoom levels in the PBF or MVT format in an easy to download place.
