Migrate dev docs to readme #49

dev docs are currently in:

https://github.com/linz/gazetteer/blob/master/src/NZGBplugin/help/devnotes.html

It is standard and more visible to have these in a readme.md

These should be migrated and evaluated for completeness

The have discovered the dev docs are down in the HTML directory as all docs are displayed in plugin webview itself. I will not alter this and am therefore closing
