mini-ipac spinner not recognised #46

What steps will reproduce the problem?
1. booting up with the mini-ipac/spinner plugged in
2.
3.

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?

Please provide any additional information below.
I can make the spinner work just fine as long as I make sure the RPi is fully 
booted up and mame4all is running. If I then plug it in - all is well :)

Do you have a stick too?  Seems any joystick found overrides the ability to use 
a mouse/spinner in mame4all. There's a separate issue filed on this.
