Check all the issues on bugzilla

Option 1: Download individually each bug via xml https://bugs.r-project.org/bugzilla/show_bug.cgi?id=18055&ctype=xml.
Option 2: Connect to the database following this

With the information we can then look at how many people, rates time to fix an issue, if the plea for help did bring more people to help, and how long did it last, attachments.

This is now being done as part of GSoC, it won't be a post but it's own website/report
