An issue should drive a response.
The response could be closed in the same issue or it might delegate the solution of the underlying problem by the creation of one or more issues.
Issues that do not delegate are labeled final.
non-final issues should be closed once we formulate the issues delegated to solve it.
If we later find out that the delegated issues failed to solve the original issue, a new issue is created that reference the closed parent original issue that failed to be solved.
final issues are closed once the problem they refer to is apparently solved.
If later we found that this is not the case, we open a new issue an refer to the closed final issue that was not solved.
