Decouple geotools cli commands to its own cli module #448

Make it possible not to depend on CLI if not needed

Move CLIContextBuilder to geogig-core as PluginsContextBuilder
and make it the default, so that projects that don't need
the CLI don't have to depend on it just to get the storage
plugins working.
