1 week ago I had this problem as well for ages - it just is how delimbing is in base game now. You have to aim to the side of the main trunk, i.e. where the branches are. Also, it is better to turn superstrength off, otherwise it is more likely to find the tree for deletion! That is a bit of a problem that needs better feedback, more different colours for the ring selector maybe?
Unable to delimb fallen trees. Turned chainsaw vertical but circle stays yellow, never changes to white to delimb tree. Tested with Lodgepole Pine
