I think a more generalized version (IMO anyway) is to consider changing mobility during tactical mission as the consumables are used up. For instance, once you have used up all the grenades, medi-kits, etc. or your ablative is gone, the mobility loss for equipping those items should no longer apply.
I understand that this dynamic change in mobility during a tactical engagement might be hard to implement though and so, it is a very low priority proposed enhancement
The grenade slot for the skirmisher doesn't affect mobility. I'm pretty sure the grenade slot in Alpha didn't affect mobility either. So this seems like a bug.

I have a random-ass suggestion that might be possible to implement, as it's been implemented in ShadowOps and all: Fixing the Grenade Slot/Pocket weight penalty from that slot being used. I just always get irked that the Grenadier's grenade-only slot still reduces mobility by 1 when used is all, so I looked into ShadowOps and dug out the code to change pocket slots to be weightless! https://pastebin.com/k44J53kk Would be remarkably easy to implement, and would make the change compatible with Vest Slots and Ammo Pocket slots, making them beneficial!
