This is issues caused by https://github.com/longjunyu2/winlator/commit/9450422aab87f0cd311a027bf86055fda47511c0. And here is a related issue https://github.com/longjunyu2/winlator/issues/3.

Maybe the DXVK_CONFIG variable is not fully functional and still needs some debugging. You can try restoring the current frame rate setting and using DXVK_FRAME_RATE=30 as a temporary solution.
