licenses had issues #13

Screenshot 2023-07-23 001353 i had issues licenses althougt i copy paste file license_support_halcon22.11_steady_2023_07.dat to folder licenses and try to test rename to license.dat !

Paste the license file in the target directory without changing the name of the file. Mine is 'eval' version, yours would be the 'steady' of course.
