gh-87 : CICD added for client-loxilb IPSec HA #807

Please refer to PR https://github.com/loxilb-io/loxilb/pull/808 and update your PR. This is because kubic project is kinda dead which resulted in all these failed cicd cases. So there is no point in using packages from this retired project.
