Cant start new game HELP

What steps will reproduce the problem?
1. Launch game
2. Click Start New Game

What is the expected output? What do you see instead?
I want to start a new character but it freezes at Launching Game and I have to 
end process then I get this error:
ey anyone know what causes this to happen? I cant even start a game when I do
