Add the "graph_noise" command (frontend_old #185)

For an entire CCD, plot a histogram of the noise in each amplifier's pre-, post-, and over-scan regions. That is, the histogram should have 3*16 = 48 bins. For clarity, an empty bin should be placed between amplifiers (ie, 63 bins total)

It may be better to display this information as a table. Call the command "list_noise, or something similar.

Pro:

• It demonstrates a new way to display information (to guide future coders).
• It shows values with more precision that a histogram does.
• For a full raft (144 amplifiers), one can use scroll bar to display lots of numbers, each with a label.

Con:

• It is more difficult to scan a table for anomalous values. Color coding the numbers (eg, yellow=2-sigma and red=4 sigma) may help.
