Right now I have no idea what the most promising and reliable approach would be. For example it sounds like a bad idea to simply provide a way to overwrite templates/template sets with a different language set. There must be a way that allows a consistent approach to a) providing complete localizations, b) allowing to add one's own localization, and c) to overwrite individual items of a preset localization.
