Exactly as it sounds like. Using fabric season on a 1.21.1 server, client-side installed as well, it's raining in winter. Snow builds up, but visually, it's rain.

Please provide some info to help diagnose:

server side configs?
does disconnecting and connecting to the server solve the issue?
was there a recent season change on the server?
is this only happening for a particular biome/block? is this happening globally in your server?
